DEVELOPMENT STRATEGIES IN THE REGION OF STRATEGIC
PLANNING
Formulation of the problem
Increasing importance and attention as a
specialist practitioners and academics have become questions of the rational
organization of a coordinated and effective operation
of socio-economic systems at different levels. Such an approach should provide the
focus and the simultaneity of economic development as the entire state as a
whole, and separate territorial units, individual companies and business entities.
In the author notes that the centralized management of former years, largely
to focus on national (primarily macroeconomic) and industry (microcosmic)
tasks. In turn, the economic problems at the level of regions, provinces and
districts were decided in the aspect of balance in those appropriations, which
are centrally allocated for these purposes [1].
Relevance of the topic shows today,
it became impossible to ignore the problems of regions and their features, both
in natural and resource base, and in the mentality of the population,
management style, interests and priorities, etc. Regional socio-economic system
in Ukraine significantly differing among themselves, made different levels of
development, different degrees of involvement in the integration processes
within the country and within the foreign economic relations, quite dissimilar
key priorities and competence. All this requires more attention to the rationale and
the formation of strategic directions for each region separately while balancing
the interests of the whole country, all citizens, sovereignty and integrity of
the state. Thus, you must be developed by the regional development strategy.
D.M. Stechenko notes that strategy - a system of
conceptual positions on the most effective ways of development of regional
systems, the solution of large territorial problems and distribution of
productive forces. Management strategy for regional development should take
into account patterns of socio-economic development of the regional system and
the country as a whole [2]. With this it is impossible not to agree. At the same time, clearly note any patterns and
factors are the basis of a regional development strategy, and what conditions
it generates. Sure regional development strategy has its basis in certain
strengths and priorities of the whole system - ie results of a comprehensive
analysis of the internal state of a regional system with the specification of
key industries, companies and trends that could provide long-term development
goals. It
can be argued that the regional strategy somehow involve and are based on
strategies for key sectors and strategies of individual business entities. The Regional
Development Strategy is higher in the hierarchy of strategies (The pyramid)
than the strategies of industries and enterprises. It is indisputable
that the regional development strategy should be based primarily on the
interests of the inhabitants of the region, reflects the goals of regional and
territorial communities (including residents of some areas, territories),
associations of citizens and subjects. This will provide a comprehensive
strategic vision for a regional system, taking into account the desires,
economic and other interests of its subjects.
So, the
organization of strategic management at the regional level has the primary goal
in establishing the priority conditions for the organization of economic
management, support and development of high-level material and spiritual
comfort of the members society through the solution of problems of development
of its economy [3]. At the same time, strategic management at the regional
level should ensure the strategic objectives of the country. Formation of regional development strategies should be
based on identified national priorities and interests and enable
their implementation. It should be noted that, to date Regional Development
Strategy developed in the traditional style of Soviet central planning - a
program of regional development, which is prepared by the management area, is a
mechanical list of individual activities planned by each body of the central
government. In many cases, the regional administration is not even informed about
the measures planned for their territory in different ministries. Such a
situation with different vertical and horizontal space is a serious problem,
complicating an already complex process of development of regions and spraying
the limited resources for development. Therefore, there is an urgent need to
launch and implement an alternative approach in implementing regional
development strategies. Such an approach should focus on preparing an overall
development strategy for the target areas, thus allowing the consolidation of
efforts and integrate both public and private, local resources and initiatives
for regional development planning.
Conclusions:
1. Organization of strategic
management at the regional level has the primary goal in establishing the
priority conditions for the organization of economic management, support and
development of high-level material and spiritual comfort of the members of
society by addressing issues of development of its economy.
2. Strategic management at the
regional level should ensure the strategic objectives of the country.
3. Formation of regional
development strategies should be based on identified national priorities and
interests and enable their implementation.
4. Development of alternative
approaches to implementing the regional strategy, which will unite
non-governmental efforts, resources and initiatives for regional development
planning.
